A decent mould can go a long way towards achieving an acceptable finish. Check the mould before production might be that its contain residues or dust, matter drop down by employees or sharp edges, mould imperfections which will make impact on plastic. In vacuum forming, the mould needs to allow air to get away so that as the heated sheet expands it paths along its true course. If the mould was not prepared correctly, you will see incomplete shaping or imperfections in the part itself. Periodic checking of the mould during later manufacturing, as well is useful.
